Sidewalks and crosswalks in Clay County are limited to the center square in Hayesville, as well as the 4 main streets surrounding it.[5] As of August 7, 2018, a plan was set in motion to improve a segment of U.S. 64, which was previously a 2 lane highway with 9-foot lanes and no paved shoulders. The planned improvements were to start at the Main Street intersection, then follow the U.S. 64 loop, and then back south again to the government complex.[6] A recent NCDOT bid notice is looking to build a pedestrian island and traffic signal upgrades at the intersection of U.S. 64 and U.S. 64 business as well.[7] However, it is difficult to accurately determine progress for the above projects, as online information is limited and scattered across several websites that are not linked together.
Clay County does not make a majority of their documents accessible for the blind.[8] When viewing various PDF files online, they are simply pictures of pre-printed documents. There is no text in most of their files.[9]

The article already mentions the lack of sidewalks and stable transportation infrastructure. As if that weren't enough though, the societal perception of disabled people in the area isn't great. I felt like an afterthought while I was there. The few disabled people who still live there are usually out of sight stuck in their homes a majority of the time, and the general atmosphere seems to encourage the idea of our confinement. Either that, or praise will be directed towards the able-bodied person who inevitably has to go with you for being kind enough to take you out of your home. Clearly the residents are perfectly OK with things never changing.
